MAIN FEATURES OF DLIMS
REVALIDATING EXISTING LICENCE HOLDERS

CREATING THE HUB FOR OTHER AGENCIES & USERS THROUGH WEB SITE
· CRO , Vehicle Fitness, Security and evasion of road accidents
· Route Permit Taxation, Traffic Engineering, Economic Planning and Future
· Transport Planning
· Providing the License ID number for integration with the taxation system
& other traffic related databases such as MVR – MTMIS, CRO – MTMIS, TDAS – MTMIS and Data warehouse.
By the implementation of this project the current system problems as Summarized below will be looked after:
· Cumbersome procedures
· Revenue Loss & Non-reconciliation
· Lack of features for enabling effective policing
· Ineffective features to stop forgery & tampering
· Unreliable statistical data for dependent User-Groups
· Passive or limited role as data provider
Consequently performance in the following areas would be augmented
· Driving Licence Issuance Automation
· Efficient Collection of Revenue through Ticketing System
· Centralized Database of Licensing System of whole Punjab
· Control in Vehicle Related Crimes
6. MAIN OBJECTIVES/AIM:-
The purpose/aim of DLIMS is to provide a data base hub of driving licenses, Challan ticketing System and its management to improve performance by providing real time access of relevant data to the concerned officials for timely and appropriate action. DLIMS is to be developed following a ‘modular approach’ with different modules designed to perform different tasks. DLIMS would allow new modules to be added and removed from the system when the need arises. DLIMS would at least include modules to cover the following tasks:-
· Issuance and Management of Driving Licenses
· Automating the whole process chain to gain a Driving Licence
· Delivery of Issued Licenses to applicants doorsteps and basing on that verification of the Applicant
· Issuance and Management of Challan Ticketing System
· Increasing Driving literacy and Issuance of Learner Permits
· Automation of driving tests to make sure the deserving candidates get the licenses
· Renewal of any type of licence can be made from anywhere in the Province
The system will provide the maximum possible automated interfaces to perform the above mentioned functions.
Establishment of Datacenter for 36 Driving License Offices (whole Punjab):
Main Data Centre will be established at Police Qurban Lines, Lahore
PROJECT STATUS/ AT WHICH STAGE PROJECT EXECUTION
On completion of the said project, Traffic Police, Punjab will be able for issuance of a public friendly, modern, IT based secured driving license card generated through DLIMS software application. For this purpose, Renovation work of Licensing Branches in 25 districts of the Punjab has been completed. Hardware Items for said project to be used by 04 districts i.e. Lahore, Faisalabad, Gujranwala & Sahiwal have been procured by Punjab Information Technology Board (PITB), Lahore. Installation of hardware items has also been completed. On-line connectivity for these 04 districts licensing branches would be established as well as Software contract would be awarded during Current Financial Year 2012-2013.
2. Initially, 04 districts including Lahore, Faisalabad, Gujranwala & Sahiwal will be inaugurated during Current Financial Year 2012-13.The rest of the remaining districts of the Punjab will be completed on release of the Budget.
3. For early implementation of the project, 2nd revised PC-I has been approved by Inspector General of Police, Punjab at revised cost of Rs.191.607 Million. As well as, the gestation period of the project has been extended up to 31st December 2013.
4. Major Problem/bottleneck of this Project is the summary for “Additional Cost of Driving Licence Amounting to Rs.250/- per Licence”. Break up of proposed amount is as below:-
i. Online Verification by NADRA Rs. 30/-
ii. Printing Charges Rs. 125/-
iii. Delivery/Courier Charges Rs. 25/-
iv. Revolving Fund (to be used by the permission of Revolving Rs. 70/-
Fund Management Committee)
5. The above said summary was sent by this office (Third time) to Police HQrs, Punjab for onward submission and approval of the Chief Minister Punjab. AIG/Finance has intimated that the W/Chief Minister has seen and is pleased to constitute a committee to deliberate on the said issue. Upon which a committee meeting was held on 24th December 2012 at 03:00PM in the committee room of 7-club, CM Secretariat, Lahore. The chair agreed in the raise of over and above revenue stamp duty in respect to operational charges amounting to Rs.70/-. (IGP, Punjab, has been sent Summary vide letter No.13/HQrs/F-I dated.21.02.13 to Home Department)
6. Moreover, Rs.20.00 Million has been released by the Planning & Development (P&D) Department, Govt. of the Punjab for further implementation/development of the Project. The funds are not sufficient to complete the project with the target date.
